The Hungarian leader squabbles with some in his party and with America匈牙利领导人与其政党成员和美国发生争吵THE new year has not started well for Viktor Orban, Hungarys pugnacious prime minister. Support for his ruling right-wing Fidesz party is sliding. A recent poll by Median showed a drop from 38% to 26%, representing a loss of some 900,000 voters. Mr Orbans personal popularity plummeted by 16 percentage points. Other pollsters find similar results. The immediate cause for the discontent was a planned internet tax, which was hastily withdrawn after a demonstration in late October brought tens of thousands of protesters onto the streets of Budapest. Yet instead of placating angry Hungarians, the governments retreat—the first of any significance since its most recent landslide election victory in April 2014—seems to have galvanised them. Their growing anger has deep roots. Stories about the luxuries and fancy properties enjoyed by some government ministers and their friends, even as poverty is rising, are causing fissures within Fidesz. Zoltan Pokorni, a former party president and education minister, who is now a district mayor in Budapest, called for an end to the “flamboyant lifestyles” of government members and “leading politicians”. Mr Pokorni was slapped down by Janos Lazar, Mr Orbans chief of staff, but his remark was given wide publicity. Concern is also growing within Fidesz that a row with the Americans may develop into a full-blown diplomatic crisis. Six Hungarian officials have been banned from entering the ed States on suspicions of corruption, a highly unusual sanction against a NATO ally. The ed States is refusing to name them, citing privacy. However, Ildiko Vida, the head of the tax authority, has admitted to being on the list, and she strongly denies any wrongdoing. Encouraged by Mr Orban, she is suing Andre Goodfriend, the American chargé daffaires in Budapest, for defamation. The lawsuit is unlikely to go anywhere, since Mr Goodfriend has diplomatic immunity. The holiday offered a chance for tempers to cool and for revisions to Hungarys foreign policy. A turn towards Moscow has backfired after the Ukraine crisis and the collapse of the rouble. Hungarian officials have told Western ambassadors that a much-vaunted “eastern opening” has failed to bring as much foreign trade and investment as they hoped. President Vladimir Putins cancellation of the South Stream pipeline project, backed by Hungary, was a blow to its energy strategy. Yet instead of patching up relations with the Americans, Mr Orban and his ministers have launched an attack. He dismissed the claims of corruption as a “cover story” for American attempts to increase influence in the region. The ed States was interfering in the domestic political affairs of central European countries, he added. The driving factors were the conflict in Ukraine and the negotiations between the European Union and the Americans over free trade. “They want to draw us into a conflict, which can only have a bad outcome for us.” America was just conveying concerns about democracy and the rule of law to the Hungarian government, retorted a State Department spokesman. Aggressive claims about Americas behaviour have now been made by Mr Lazar, by Antal Rogan, Fideszs parliamentary leader and by Peter Szijjarto, the foreign minister, all of whom have given interviews to pro-government media. Mr Szijjarto told Magyar Nemzet that “external and internal” powers wanted to “destabilise” Hungary. The rift with America dates back to the passing of a controversial media law, says Zoltan Kovacs, a government spokesman. “There is a visible and tangible dislike of the US administration towards us since 2011.” Such sentiments may play well with Fideszs base, but they are unlikely to expand it. A pre-Christmas lull in political combat probably means less than meets the eye政治斗争在圣诞前夕暂息,其意义也许低于表面价值THE idea of the Christmas truce is a potent one. A celebrated example took place in December 1914, when first-world-war troops climbed warily from trenches at points along the Western Front. As freezing fog swirled, British and allied soldiers met German foes to barter cigarettes, sing carols and kick footballs on no-mans-land. The moment passed into myth, inspiring poems, films and a (pretty terrible) Paul McCartney song. Britain is marking the centenary lavishly, with a new monument and memorial football matches around the world. Far-off Washington was not left out, with British and Canadian diplomats playing a German-embassy team in Americas capital on December 14th. Yet the meaning of Christmas 1914 is in danger of being muddled. In too many tellings, the truce is hailed as something between a protest and a premonition: a declaration of shared humanity by ordinary soldiers, before heartless commanders sent them to their deaths. Historys record is more complicated. That first December the trenches were newly dug, and both sides could imagine that total victory was at hand. The small-scale Christmas truces of 1914 were as much a display of misplaced confidence as an outbreak of pacifism. The truces moral is rather bleak: those embarking on the first industrial war had little idea of the murderous stalemate that lay ahead. After bitter reality sank in, few called for cheery Christmas games with the enemy. Without stretching the analogy too far, lessons are there for Congress, after members marked the holiday season with a moment of unusual comity. After a tense few days, including a Saturday session in the Senate, members of the House of Representatives and senators avoided shutting the government down, crossing party lines to pass a .1 trillion spending bill. This marked a win for the Republicans “governing wing”: party members who believe that voters, having handed them control of both chambers of Congress in Novembers mid-term elections, expect them to do more than shout “No” during President Barack Obamas final two years in office. Such Republicans formed coalitions with moderate Democrats to push back populists on the right and left who opposed elements of the spending bill with enough fervour to flirt with closing down the government. Front-page headlines hailed a “rare bipartisan success”, and Senate veterans used such words as “hope”. In a striking display of establishment confidence, Republican senators publicly berated their colleague Ted Cruz of Texas, a darling of the grassroots, putative presidential contender and the man chiefly responsible for forcing the Senate back into session over the weekend. Mr Cruz had held up the spending bill to demand a show-vote on whether the constitution allows Mr Obama to shield millions of migrants from deportation—a ploy that had no chance of stopping the president but did delight Cruz supporters (and inadvertently allowed Democrats extra time to confirm some contested presidential nominees before ceding control of the Senate). Though 21 colleagues felt it prudent to join Mr Cruz in a symbolic vote condemning Mr Obamas immigration policy, many more opposed him. A rebellion on the Democratic left was also seen off. Its leader, Senator Elizabeth Warren of Massachusetts, vocally opposed a provision in the spending bill which, at Wall Streets behest, weakens a part of the Dodd-Frank financial-reform law that forces banks to shift some derivatives away from government safety nets. Like Mr Cruz, Ms Warren has a talent for reducing complex policy to stirring battle-cries, calling the spending bill—an unlovely collection of gifts to special interests, with goodies for Democrats and Republicans, but few big policy shifts—“a vote for future taxpayer bail-outs of Wall Street” which, if repeated, might leave America with “no financial regulations at all”. Other Democrats saw a larger interest in taking the best deal they could get, in the last days before Republicans assume control of both the House and the Senate in the new year. During their Saturday session such pragmatic Democrats joined a bipartisan group of senators singing carols around a piano just off the Senate floor, and crooning “Ill Be Home for Christmas”. Alas, the signs are that powerful forces in both parties saw the spending deal as a momentary, tactical ceasefire. Detached observers may see American democracy as increasingly locked in a 50-50 stalemate, in which Democrats dominate urban areas and enjoy a slight majority among the overall population, while Republicans have the edge among those citizens (notably older, whiter and richer folk) who reliably vote. Both parties may have fought each other to a draw in a technological arms race, perfecting gerrymandering, data-mining, and voter-targeting tools which allow core supporters to be fired up and turned out to vote with unprecedented efficiency. But—like massed armies in 1914—partisans still dream that sweeping victories are within grasp. One more heave, and on to victory向着胜利再进一步Many on the right think that Republicans have a simple mandate once they fully control Congress: to thwart Mr Obama on every front until a proper conservative takes the White House in 2016 (two-thirds of Republicans told a recent Pew Research Centre poll that their party leaders should “stand up” to Mr Obama, even if less gets done in Washington as a result). Many on the left are sure that a majority of Americans loathe Wall Street and believe that the middle classes have been stiffed, giving a fiery economic populist like Ms Warren a clear path to power (on December 13th more than 300 former Obama campaign staff signed a letter calling on the Massachusetts senator to run for president). In short, too many partisans on left and right look at an unhappy electorate and see woes that can be harnessed to bring them victory without the need to compromise. It is a relief that Americas government was not shut down this Christmas. But do not mistake a lull in combat for lasting peace. The loyalist protests in Belfast have almost nothing to do with politics. That is why they are so alarming贝尔法斯特的保皇抗议无关政治,却令人担忧。OVER the past six weeks flag-draped protesters have become part of the Belfast landscape. Loyalists arrange demonstrations and road blocks—up to 80 a night—on social media, which means local residents usually know roughly where they will take place. Belfast’s bus company, Translink, tweets rolling updates on which services have been disrupted; taxi drivers get the news from their dispatchers. On days when many protests are expected, rush hour starts early; by evening, normally busy roads are almost deserted. The protests began on December 3rd, when Belfast city council voted to limit the number of days the union flag is flown over the city hall to about 20 a year, mostly national holidays and royal birthdays. In Northern Ireland the flag has a political meaning. It is not just a reminder that the province is part of the ed Kingdom but a visual statement that it must remain so. To many Catholics—who may now outnumber Protestants in Belfast—it is also a reminder of a less equal past. Unionists on the city council voted against the restriction on flag-flying. But few were prepared for what has followed. Loyalist protesters, mostly from inner-city housing estates, have taken to the streets night after night. Wearing masks and singing sectarian songs, they have all but shut down Belfast’s city centre. On bigger nights, up to 2,000 may be involved. Most are fairly peaceful, although police have been pelted with bricks and petrol bombs (and by blocking roads and covering their faces, protesters are breaking the law). Predicting which gatherings will turn sour is difficult: the protesters appear to have no leaders. Spokesmen occasionally appear, but most are wild-eyed ranters—“headcases”, in Belfast argot. The unpredictability of the protests is just one of the problems facing the police. Around 100 protesters have been arrested since early December and more than 60 officers have been injured. The police have used baton rounds (plastic bullets) and water cannons against the rioters, but they are ting carefully. As well as hooded thugs, the protesters include old folk and young mothers pushing babies in prams. Senior officers fear that uproar would follow any injuries, so they generally allow the roads to be blocked. The effect on Belfast’s economy is chilling. Usually busy shops and restaurants are empty on many evenings, while hotels report that people are cancelling their visits.Northern Ireland’s devolved government has recently been trying to boost its economy by luring tourists and foreign businessmen. A glitzy new exhibition centre dedicated to the Titanic (a ship built in Belfast) opened last spring. Peter Robinson and Martin McGuinness—the country’s unionist first minister and his republican deputy—visited China in November to drum up business and will soon go back. The rioting is undoing these efforts. Investors have become jumpy, says the local branch of the Confederation of British Industry, a lobby group. The riots have not yet threatened the peace process. Unionist politicians, even from the once-hardline Democratic Unionist Party, have condemned the violence while defending the flying of the union flag. The protests are less political than cultural—they reflect a sense among poor Belfast Protestants that Catholics are getting everything they want and that unionist heritage is being erased. The protesters appear to have no demands other than restoring the flag, though one hot head has called for a return to direct rule from Westminster—in effect, tearing up the country’s fragile peace. Unionist leaders have set up a forum to talk about flags and other loyalist complaints, but the protesters are not co-operating. The lack of a clear political motive makes the explosion of loyalist rage more dangerous rather than less. An angry group seemingly beyond the reach of politicians or rational arguments cannot be easily tackled.Northern Ireland’s fragile peace has held only because fierce political enemies have been able to control their constituencies and deliver functional government. If they lose the ability to control the streets, their authority could follow. These disturbances may burn out, only to flare again unexpectedly. One thing is clear: the cash-strapped Westminster government cannot pour money into Northern Ireland, as it has in the past when trouble has flared. Unemployment, which has doubled since the start of the financial crisis in 2008, is likely to stay high, creating more idle hands. Northern Ireland’s devolved government will have to cope with this problem by itself. It is quite a test.

A grim voice explains that they represent the children killed as a result of speeding in Northern Ireland since 2000. British road-safety adverts are more shocking than those broadcast in America, says Anne McCartt of the Insurance Institute for Highway Safety, an independent research group there. The British penchant for horror might reflect the nations long tradition of public-service broadcasting, which seeks to entertain and inform at once. But do the ads work? Though gory, shocking public-information films linger in peoples heads, they seem not to alter behaviour much. If the consequences seem too extreme, the threat may seem too far-fetched, says Josh Bullmore, who has both made and studied such adverts. Few may believe that disaster could befall them or adjust their behaviour accordingly. Tessa Langley of the University of Nottingham has compared the impact of smoking campaigns that showed tumours erupting disgustingly out of cigarettes with more positive ones that also urged people to quit. The former proved more memorable, but the latter led more people to ring the national smoking helpline. The budget for public-information films is shrinking. The Central Office of Information, the governments marketing department, was closed in 2011. In 2008-09 the Department for Transport (DfT) spent almost £3m on its drink-drive advertising campaign. In 2013-14 spending fell to less than £1m. Unable to afford as many spots on television, the scaremongers hope their films will be shared on social media. And that is encouraging them to churn out the gory kind. In a recent advert from the DfT, men washing their hands in a pub toilet are startled by the face of a mannequin smashing bloodily through the mirror. The ad suggests a hashtag, publooshocker, for online sharing. Less shocking adverts might work better, but fewer people would see them.
