In recent years, China has experienced a massive boom in the number of proud pet owners and fluffy dogs walking its cities#39; streets. And the Chinese Communist Party evidently isn#39;t so pleased about it. On Tuesday, the party#39;s national newspaper penned a commentary that hammered against the phenomenon of inconsiderate pet owners, describing China#39;s current #39;dog infestation#39; as #39;a reality we can#39;t ignore.#39; In the past, the paper wrote, it was mostly people in villages and farms who kept dogs as guard animals. The more recent urban trend of keeping dogs as pets, it wrote, could be attributed to influences from the West. #39;The number of pet dogs has grown at an alarming rate in the past ten to twenty years, and no matter which city or district you#39;re in, it has become difficult to find a place without dogs,#39; ran the commentary, published by the People#39;s Daily. Many dog owners are lacking in the courtesy department, said the People#39;s Daily, in a piece was accompanied online by five letters from the public complaining about their ruff encounters with socially inept canines and their obtuse owners. For example, in one of the letters, Beijing-based Feng Qiyun, complained that her neighbor#39;s dog barks incessantly, adding that when other dog owners meet up with her neighbor, they also join in the racket by talking loudly about their ideas on rearing dogs. #39;Our courtyard is full of poop and some don#39;t even leash their dogs,#39; Ms. Feng wrote. #39;The owner lets her dog run freely but warns us to rein in our children, saying that #39;it#39;s not my fault if the dog bites.#39; This is ridiculous.#39;冯齐云写道:我们院子里到处都是屎,有的人甚至连都不拴;主由着自己的到处跑,却警告我们管好自己的孩子,说什么“被咬了可不怪我”,这简直荒谬。In particular, the People#39;s Daily said that pet owners needed to be more considerate about where their dogs relieve themselves.《人民日报》还特别指出,养者需要更多地考虑在哪里方便的问题。#39;Many dog owners are only focused about their rights and concerned about their dogs, but are oblivious and insensitive to public safety and the care for public spaces,#39; the commentary said, adding, #39;The government could also do more in managing dog owners.#39;文章说,不少养者只注重自身权利,只顾宠爱甚至溺爱自家的,而对他人的权利、安危以及公共环境、公共安全漠不关心、麻木不仁。 Online, while social media users were pleased with the People#39;s Daily#39;s comments exhorting dog owners scoop the poop, others pointed out that a lack of resources for dog owners is also an issue. Dogs are restricted from many locations and are often banned from public parks, so many owners resort to areas outside shopping malls and office towers when they#39;re looking for some space for their pet to roam. #39;While the mighty People#39;s Daily complain about dog owners on the lawn, can it answer this: can the government provide dog parks like they do in Hong Kong, the U.S. and Japan for dog owners?#39; one Weibo user wrote. /201407/316504This week’s landmark agreement between the U.S. and China on limiting emissions of carbon dioxide marks a significant diplomatic milestone in the struggle against global climate change. The fact that the two largest sources of CO2 have finally agreed to do something about it should, in theory, give a boost to next year’s ed Nations climate summit. Whether the actual terms of the deal—which calls for the U.S. to reduce its greenhouse gas emissions by 26% to 28%, compared to 2005 levels, by 2025, and for China to cap its emissions by 2030—have a realistic shot at being met is another question. On the U.S. side, Republicans emboldened by the midterm elections will work to block any attempt to fulfill America’s side of the bargain, which Republican Sen. Jim Inhofe, of Oklahoma, soon to be chairman of the Senate Environment and Public Works Committee, called “a non-binding charade.” China’s challenge in meeting the terms of the bilateral agreement are not political but structural: simply put, to reduce emissions growth, China must reduce the size of its coal industry, which supplies some three-quarters of China’s electricity. That is no easy task. But Beijing must take action, because the smog-choked nation can hardly stick with the status quo. The climate deal is part of a larger strategy to address China’s pollution crisis. The costs of China’s heavy reliance on coal for power generation were highlighted again days before the deal with President Obama was announced, when a pair of researchers at the prestigious Tsinghua University released a study showing that around 670,000 people die prematurely every year as a result of air pollution from coal. Every ton of coal produced in China adds more than 286 yuan () in environmental damage and health costs, reported Teng Fei, an associate professor at Tsinghua University. China produced nearly 4 billion tons of coal in 2013, according to the World Coal Association. The Tsinghua study follows a 2011 report by the World Health Organization, published in The Lancet, that estimated that 1.2 million people in China died in 2010 from diseases related to all forms of air pollution. China also has by far the deadliest mining industry in the world: One thousand forty-nine coal miners died in accidents in 2013, down 23% from the year before but still far more than any other country. Mounting evidence of coal’s environmental damage comes as China’s slowing economy has reduced demand for electricity, creating an oversupply crisis for an industry that has known nothing but steady growth for the last three decades. China has reached “a very critical moment in the management of its coal resources, and in the history of the coal industry,” says Cao Xia, a professor of environmental law at Shanxi University of Finance and Economics, in China’s coal heartland, Shanxi Province. The direct, domestic impacts of the nation’s massive coal industry, which produces and consumes about as much coal as the rest of the world combined, are added to the indirect, worldwide costs in terms of greenhouse gas emissions. No international program to combat climate change can succeed unless China slashes its burning of coal. “The actions China takes in the next decade will be critical for the future of China and the world,” wrote Fergus Green and Nicholas Stern in a research paper for the Center for Climate Change Economics and Policy, in London. “Whether China moves onto an innovative, sustainable, and low-carbon growth path this decade will more or less determine both China’s longer-term economic prospects … and the world’s prospects of cutting greenhouse gas (GHG) emissions sufficiently to manage the grave risks of climate change.” Facing mounting public outrage over air and water pollution, the central government’s actions to limit coal use have multiplied in recent months. The Airborne Pollution Action Plan, unveiled by the central government in September 2013, calls for a reduction of air pollution in the northern region surrounding Beijing by 25%, and 20% in the Yangtze River Delta. 20%。Aly, strict limitations on coal use in major urban areas, including Beijing and Shanghai, are in place. Planning to cap total coal production at 4.1 billion tons as of 2015, the government said in October it will no longer approve new coal mining projects below 300,000 metric tons (330,000 short tons), effectively banning the small, unregulated mines that have contributed to the coal glut. Hundreds of small mines have aly closed, and the government has also taken steps to restrict imports of “dirty” coal—i.e., coal with high levels of ash and sulfur. (Although China’s coal market is oversupplied, imports continue because domestic transport issues mean it’s often cheaper to purchase coal shipped from Indonesia or Australia than buy domestic coal from the northern provinces of Shanxi and Inner Mongolia.) At the same time, though, China is embarking on a grandiose plan not to shut down the coal industry but to move it inland, away from the big cities of the coast and from the prying eyes of international environmental groups. As I reported for Fortune from Shanxi Province in April, coal producers, under the direction of the central and provincial governments, are building huge “coal bases” in the northwest provinces that will include large mines, power plants connected to coastal cities via gigantic high-voltage transmission lines, huge plants to convert coal to liquid fuel, and related facilities such as concrete plants and chemical plants. This huge migration and consolidation may well clean up the skies in cities like Beijing, Shanghai, and Shenzhen, thus reducing rates of respiratory disease and deaths linked to air pollution. It could also rationalize the coal industry, better matching supply to demand, and reduce China’s imports of foreign oil. What it won’t do is reduce the country’s overall carbon emissions; in fact, it could drastically increase them, as more coal gets burned and more carbon-intensive processes – particularly coal-to-liquids conversion – are expanded. “We are very concerned” about the coal-base plan, says Ailun Yang, a senior associate with the World Resources Institute who focuses on energy issues in China. “Enforcing tougher air pollution standards along the coast will lead to shutting down coal plants, and create demand for a lot more gas. The western parts of China want to supply the gas by turning coal into gas. That process will be very, very bad for the world.” Headline writers often refer to China’s “addiction” to coal. The relationship might be better thought of as a bad marriage, where neither partner can afford to leave. China needs the coal industry to fuel its demand for energy, which will surely continue to rise as the economy grows (even at rates of 7% to 8% a year, rather than the red-hot 10% to 12% annually of the last decade) and the middle class expands. The coal industry, of course, requires rising demand to continue to grow, to generate returns on its huge capital investments of the last decade, and to provide jobs for the hundreds of thousands of people who work in coal mines, coal plants, and related industries. In Shanxi, Inner Mongolia, and Xinjiang, entire cities depend on coal production and processing. Coal in China has created an economy within an economy, and reducing the size of the coal industry would result in massive unemployment across large swaths of the country. Notwithstanding China’s huge push on renewable energy and natural gas, it’s hard to see how this co-dependency will be broken any time soon. That’s not to say there’s no hope. China’s overall energy intensity (the amount of energy required to produce a given unit of GDP) has gone down in recent years, as the export-led economy shifts toward higher-tech products and services. Most areas of the country are on track to meet or exceed energy-conservation targets for 2015, according to the National Development and Reform Commission (as reported by Reuters), and the rate of growth in energy use is expected to fall by half this year compared to 2013. According to China-based researchers for Greenpeace, the total amount of coal burned in the first three-quarters of 2014 was 1% to 2% lower than the same period a year earlier. 1-2%。“The data suggests the world’s largest economy is finally starting to radically slow down its emission growth,” wrote the Greenpeace analysts. Still, the coal beast on the mainland continues to grow. In October, just as the results of the Tsinghua University study of coal fatalities was being released, the national news agency Xinhua reported that a huge coal field, containing 12.8 billion tons, had been discovered in western Xinjiang. Mining has aly begun. /201411/343049

Shinzo Abe’s poll ratings are at their lowest since taking up his second spell in office in 2012 as the Japanese prime minister’s push for national security reforms threatens his economic programme. A Nippon Television poll at the weekend found support for Mr Abe at just 41 per cent, down 2.5 points on the previous month, while a Jiji poll showed a 2.2 point drop in support to 46 per cent. 46%。The slide in Mr Abe’s approval ratings shows the risk to his economic reforms — which investors are counting on to revive the economy — if he turns the electorate against him with unpopular constitutional changes. “Since Mr Abe began his second term [in 2012], he’s been doing the things he has to rather than the things he wants to,” said Masatoshi Honda, professor of political science at Kinjo University. That focus on economic revival and ending deflation has strong public support, but Mr Abe’s passion for reforming Japan’s pacifist constitution does not, and Mr Honda said the voters were sending the prime minister a warning. “Now Mr Abe is doing the things he wants to rather than the things he must and it’s creating a perception gap with the public,” he said. While Mr Abe’s political position is still strong, with no viable alternative leader either within his party or without, the proposed security laws brought thousands of demonstrators on to the streets of Tokyo at the weekend. The national security laws would enact Mr Abe’s reinterpretation of the constitution last year, allowing Japan to fight in defence of its allies. The Nippon Television poll shows 62.5 per cent of the public oppose the change. /201506/380845

According to a local photojournalist, more than 20 children, aged between 7-16 years old, were married in front of their village community, in Kishangarh, Rajasthan, on May. Shocking pictures have emerged of a mass children#39;s wedding in India showing brides as young as seven years old dressed in the traditional red wedding sari as they were forced to marry boys of 16. More than 20 children, aged between 7-16 years old, were married in front of their village community, in Kishangarh, Rajasthan. The youngsters were secretly photographed when they were on their way to a temple for the wedding ceremony last month. Local photojournalist, Shankar Puri, found out about the ceremony and attended but he couldn#39;t do anything to help, as he feared for his safety if the huge number of families found out. Shankar said: ;I was tipped off about the weddings that very morning. I informed the police immediately and then I rushed to the venue. When I arrived it looked like a village fair. Hordes of men and women in their best clothes had gathered to witness the marriages of innocent children. They were singing songs and celebrating and laughing and giggling. It was really disheartening. They had no idea that what they were doing was so wrong.;尚卡尔说:“我那天早上很早就得到了婚礼的消息。 Shankar said local police arrived but were unable to do anything to stop the weddings. He added: ;The police couldn#39;t do anything as they were outnumbered by the relatives. If they had done anything the villagers would#39;ve beaten them. Even the law of the land didn#39;t have enough power to stop these child marriages taking place.;他补充说:“警察什么都做不了,因为亲戚们的人数比他们要多得多。 Child marriage is an age-old custom in India and is still practiced by a majority of people both in rural and urban Rajasthan. Even though it is illegal and despite efforts by women#39;s rights organisation and NGOs, the devastating tradition continues. Kriti Bharti, a child right activist who has stopped 124 child marriages and annulled seven, said fighting the custom involves a lot of risk. She said: ;Stopping child marriage is a challenge as parents change the venue the night before or postpone the wedding. By the time we reach the spot, children are aly married off. We are trying every bit to educate people about the harms of an early marriage, but it will take a lot of time before this custom is stopped altogether in India.;她说:“阻止童婚是项挑战,因为父母们会在婚礼前夜转移场地或是推迟婚礼。 /201406/308579
