“According to Chinese regulation if they do not marry before giving birth, registering the kid is a huge problem.”“根据中国现行的规定,如果她们未婚生育,孩子上户口是个跟大的问题。”Solutions are scarce, Wei said, and one includes marriage. “They can marry somebody and then apply for a hukou for the kid, in this way the problem can be solved.”“她们可以找个人结婚,然后为孩子申请户口,用这种方式可以解决问题。” On the other hand, no solution is available to avoid the social compensation fees imposed by local government on unwed mothers for breaking the one-child policy. Last month Wuhan city government sparked controversy when it announced a new regulation targeting women giving birth out of wedlock. Article 26 of the regulation on population management, currently under revision, states that ‘unwed people giving birth or unable to provide certificate of the partner’ must pay a social compensation fee in accordance with local law. Li Yun, a women’s rights lawyer based in Guangzhou, said that Wuhan’s policies put an unfair financial load on these women. “The fine set is double the amount of the fine for couple who have more than one child” she said. “This is probably because the number of children born out of wedlock is increasingly high, but it’s unfair and many are against the rule.”“这个罚款的标准是对生育超过一个孩子的夫妇的罚款的两倍,”她说,“这可能是因为非婚生育儿童的数量越来越多,但这样罚款是不公平的,很多都是违规的。”The burden of fines often weighs only on single mothers, as partners abandon them. The amount varies and in certain areas can be the equivalent of one year’s income. People like Yi Ran, who do not enjoy family support and fall outside social welfare programs aimed only at married couples, find it very difficult to pay social compensation fees. But public opinion is reacting to Wuhan’s new law. Earlier this month local students took to the street protesting the measure. On the fringes of society, where no help is available to them, unwed mothers rely heavily on each other. Many go on the Internet to find help and moral relief. More than 3, 000 users are active in an online chat dedicated to unwed mothers on Internet portal Baidu, said the forum’s moderator Yiyi. Yi Ran explains that the Internet is the only place where she can express her feelings and frustrations as a single mother. Never has she sought help from strangers or social welfare. “There are things I cannot say in real life, but the Internet is my little space of freedom” she said.“有些事情我无法在现实生活中说,但网络是我一个自由的小空间”,她说道。Yang, an officer at the All China Women’s Federation in Beijing’s Dongcheng District, acknowledges that unwed mothers rarely seek help at government-sponsored agencies like theirs. “We basically do not have a service for unmarried mothers because there is not this need in society and nobody asks us for this kind of help.”“我们一般没有针对未婚妈妈的务,因为在社会上没有这种需要,也没有人向我们寻求这种务。”But as long as social perception of unmarried mothers does not change, it will be difficult for these women to come out. Lawyer Li Yun said women who give birth out of wedlock live under high pressure. “People basically believe it’s a personal mistake, it’s their personal responsibility to be a single mother” she said. “They receive moral condemnation by society.” /201307/247066Men still make the most money in the average household, but it#39;s women who control the purse strings. While that#39;s been acknowledged informally for some time in Canada, a new survey by the Bank of Montreal suggests there is no reason to doubt the truism. In a report tied to Mother#39;s Day, the bank says a recent survey of about 1,500 people shows that in 82 percent of Canadian households, women are either the primary decision-maker or have equal responsibility for financial decisions. ;We can still say women earn less than men over their entire career ... but they do make around 80 percent of the decisions around spending,; said Tina Di Vito, head of BMO#39;s retirement division. ;Even on things like the family car, women are very involved in selecting a car that is appropriate for their needs.;“即使是购买家用车这样的东西,女性也会密切参与其中,选择一款适合自己需要的车。”The BMO report, done in conjunction with Boston Consulting Group, shows women are also gaining financial power by virtue of their earnings and now control about one-third of all wealth in North America. Still, the study released Thursday suggests women remain on average less confident than men about finances. Men are more likely than women to have investments and a financial plan by a factor 62 percent versus 52 percent, the bank said. 52%。They also tend to be less prepared for retirement due to a variety of factors, including lower earnings, intermittent work histories and longer life spans. Di Vito said the gap is closing in many areas where women are lagging. ;There is still a gap, but it#39;s getting less and less. Even in the area of retirement, baby boomer women are the first generation of women retirees that actually control their own personal wealth,; she said. /201205/182612the Bill of Rights1791- the Bill of Rights was adopted历史上的今天- 1791年的今天,权利法案正式通过Battle of Verdun1916- the French defeated the Germans in the World War I Battle of Verdun. Gone with the Wind premiere1939-"Gone With the Wind" had its world premiere in Atlanta乱世佳人首映1939年的今天,乱世佳人在亚特兰大开始全球首映。Gone with the Wind is a 1939 American drama romance film adapted from Margaret Mitchell's 1936 novel of the same name and directed by Victor Fleming . Inaugurated on December 15 last year, their reopening between the Chinese mainland and Taiwan signals the breaking of a decades-long ban on regular links with Chinese compatriots across the Taiwan Straits. Direct communication across the Straits virtually stopped after the new China was founded in 1949 and the Kuomintang government retreated to Taiwan.“大三通”指海峡两岸“通邮、通航、通商”。 /201012/1209071. Apply Full Make-Up Okay, look. Refreshing your lip gloss after a meal is one thing, but putting your whole face on while riding the bus or subway (where no one should do any proposing!) is so not cool. Set your alarm ten minutes earlier, and do your makeup before you leave your apartment. A woman has to retain a little mystique, you know. /201001/94091

About 20 women signed up for a half-day course offered by Rebecca Li of the etiquette school Institute Sarita. For three hours, Ms. Li reviewed elements of dressing and dining, western-style: What does it mean to wear black tie? What#39;s appropriate for a cocktail party? How can a woman dress to flatter her body type? How much makeup should she wear? The ministry requested the seminar, says Institute Sarita founder Sara Jane Ho, who offered the class free of charge. Ms. Li, who ran the seminar, says that the women also had questions about how to keep fit and what kind of face cream to wear under makeup. #39;They were quite touched when I told them their job is very important#39; because the rest of the world will learn about China and its government through them, she said. China, meet the world. World, China is enchantee to make your acquaintance. It#39;s not just government bureaucrats who are seeking out polish from the new school, which in effect combines elements of a finishing school with business manners for women. Women who work at the country#39;s state-owned enterprises are the #39;keenest students#39; of the school, which officially opened its doors in March, says Ms. Ho. Because SOE employees are often invited to Washington, D.C., #39;they really understand the importance#39; of manners training, both from a political and a business standpoint, she says. Institute Sarita is not the first to bring western-style etiquette to China. Before Beijing#39;s 2008 Olympics, the government launched a campaign to #39;civilize#39; its citizens, handing out leaflets to warn against spitting in public, jumping to the front of lines, and asking foreigners how much money they make. Knigge Akademie, a German company, opened in Beijing in March 2011, offering business etiquette courses on western dress and dining, as well as body language and rules of electronic communication. And vocational schools, including Shanghai Jiao Tong University and Wuhan Textile University, advertise courses in business etiquette. But other companies that have attempted to make a go of teaching etiquette, such as Beijing#39;s Etiquette Society, opened its doors in 2008 and closed again in 2011. #39;I don#39;t think we thought through the concept,#39; says Etiquette Society founder Freddie Cull. He adds that at the time, there didn#39;t seem to be enough of a market for the school. Ms. Ho, raised in Hong Kong but educated in the U.S, spent some time working in banking on Wall Street. Every time the 27-year-old Harvard Business School graduate heard about Chinese nationals misbehaving abroad, #39;it would affect me on a very personal level,#39; she said. #39;I took it personally.#39; She knows that when she travels, she#39;s really representing China, #39;and I think everyone has a responsibility to represent their country.#39;27岁的何佩嵘在香港出生,在美国接受教育,毕业于哈佛商学院(Harvard Business School),并曾在华尔街的界工作。 Ms. Ho#39;s high-end school charges 100,000 yuan for a 12-day course in being a hostess and 80,000 yuan for a 10-day #39;debutante#39; course. Much of the training takes place in her offices in the Park Hyatt Residences. Surrounded by French-made furniture and Raynaud porcelain tea sets, Ms. Ho serves Earl Grey tea and miniature lemon tarts prepared by her chef, who had formerly worked at the French embassy. Women taking her course face a series of challenges: how to handle the dripping cheese of a fondue course, what kinds of topics work for small talk around the table, where to stand on the escalator, how to pronounce Louis Vuitton. She offers a lesson on the history of cutlery and another on gifts and flowers. Each day, they have to set a table based on the items served in a three to five-course lunch prepared by the chef. The goal, says Ms. Ho, is that her students will go on to influence the people around them. #39;It#39;s the ripple effect. It#39;s not just China that needs etiquette,#39; she says. /201304/234717
